1/4 cup green onions, sliced (reserve some for garnish)

1/2 cup sour cream

1 teaspoon garlic powder

1 teaspoon onion powder

1/2 teaspoon paprika

1/4 teaspoon black pepper

1/4 teaspoon salt

2 tablespoons olive oil (or melted butter)
